The Significant Strategic Status of Traditional Chinese Medicine (TCM) Should be Established

Traditional Chinese Medicine(TCM) , based on the philosophic idea of “correlation between manhealth of 1.3 billion people in China and the problem of shortage of doctor and medicine for 900 million ruralIt is strongly suggested that five promotion projects, namely TCM policy and statute guarantee, TCM qualifiedpersonnel cultivation, TCM scientific research, development of TCM in rural areas and TCM administrativesystem reform, should be carried out in real earnest to make TCM develop in a sustainable way.

An energy-water coupling model is established in this paper based on long-range energy alternatives planning (LEAP)
and water evaluation and planning (WEAP), scenarios are then designed to explore the energy- and water-saving effects of different
policies in Beijing in the future and their coupling effects, and sensitivity analysis of the results is also conducted. Results show that the total energy consumption in Beijing will grow gradually by year, while water shortage is unlikely to occur. During the 13th Five-Year Plan, the total energy-saving amount owing to water-saving policies is 1.003 million tonnes of standard coal, and the total water-saving amount owing to energy-saving policies has reached 276 million cubic meters. The energy demand and water demand by residents’living, the service industry, the construction industry, and the traditional manufacturing industry are correlated, as they are critical energy-water coupling sectors. In terms of energy- and water-saving effects in different scenarios and periods, the industrial structure optimization policy shows great energy-saving potentials in the short term, while irrigation technology innovation and planting structure optimization in the agricultural sector have both good energy- and water-saving effects in the short term. A coordinated energy- and water-saving effect can be found in energy-saving scenarios in the service industry and the industrial sector. As for policies in the same sector, regulation on energy use intensity can achieve an obvious coordinated energy- and water-saving effect.

Ensuring the safety of rural drinking water is a basic component of povertyStudying the strategy for ensuring drinking water safety in areas that were lifted out of poverty isTo guarantee the safety supply of rural drinking water in poverty alleviation areas, we suggest thatof drinking water in rural areas should be optimized to meet those in urban areas, and a long-term policyfocusing on water price should be established for rural water supply.

Serious dysfunction of cell-mediated immune is the internal cause of AIDS infection, and the virus is the external cause. The external cause will work only by means of the dysfunction of cell-mediated immune. As all the conditions on which normal cell depends are created by the viscera (zang and fu) function, proper measures can be adopted to adjust the viscera function comprehensively, so the physical materials can be produced, then the essence and sprit emerged. Only with supporting from physical materials, essence and sprit, can the cell-mediated immune function be kept well to conquer and destroy the different kinds of virus, hence keeping physical and psychological well-being, strengthening the human immunity. So that the normal physiological activity can be maintained.
